'Lincoln's Two Difficulties', 1862. Lincoln comments: What? No Money! No Men! President Lincoln was calling for a second draught of 300,000 men to be called into service from the militia for a period of nine months. He was having great difficulties in persuading sufficient men to volunteer, and the public debt was growing rapidly. At this time, it is estimated to have been in excess of $1,222,000,000.
