'The Rival Con jurors', 1869. The new Liberal Chancellor for the Exchequer introduced his first Budget. Income tax was reduced by 1penny in the pound and the duty on foreign corn was abolished, and the duty on fire assurance was planned to be abolished. This cartoon shows Robert Lowe dressed in contemporary circus costume performing a sleight of hand with the 'surplus' egg in front of an admiring audience. To the right is Disraeli, for many years the Conservative Chancellor, but now the Party Leader in opposition, wishing he had performed the same trick. From Punch, or the London Charivari, April 24, 1869.
