'The Budget Stakes', 1885. The Liberal Prime Minister, Gladstone, also doubled in his cabinet as the Chancellor of the Exchequer. This cartoon relates to his 1885 Budget. The Opposition moved an amendment to condemn the proposed increase of the duty on beer and spirits. The Liberal government was beaten and, quite unexpectedly, resigned.
