'The Wind and the Sun', 1886. Irish Discontent in the sunlight of the Liberal Prime Minister, Gladstone. On the other side, the wind comes from the Conservative Leader in the House of Lords, Lord Salisbury. One of Gladstone's first moves when assuming office at the beginning of 1886 was to introduce his Irish Home Rule Bill. This was, of course, vigorously opposed by Salisbury.
