John Anderson, 1st Viscount Waverley, Scottish Conservative politician and administrator. After a civil service career which culminated with the post of Governor of Bengal from 1932-1938, Anderson entered politics. After being elected an MP in 1938, he held various ministerial posts in the government. He was Lord Privy Seal (1938-1939), Home Secretary and Minister for Home Security (1939-1940), Lord President of the Council (1940-1943) and Chancellor of the Exchequer (1943-1945). As home secretary he commissioned the design of a simple inexpensive air-raid shelter which was named after him. When Chancellor he introduced the PAYE (Pay As You Earn) system of income tax. He lost his seat in Parliament in 1950 and was created a Viscount in 1952.
