Vice-Admiral Roger John Brownlow Keyes, British naval officer, 1918. The commander of the port of Dover, Keyes (1872-1945) was the architect of the Zeebrugge Raid mounted in 1918 against the Belgian port, then being used as a submarine base by the Germans. Although the raid's effectiveness in disrupting German operations was limited, Allied propaganda portrayed the mission as a great success and Keyes was made a baron.
