Cunard Shell Works, Birkenhead, Merseyside, 1917. The Ministry of Munitions, which was set up to oversee manufacturing of armaments during World War I, insisted that workers were supplied with suitable clothing for factory work. These suitably attired women are employed in a factory that specialised in the finishing of shells.
