William Vernon Harcourt, British Liberal statesman, c1890. Harcourt (1827-1904) first entered Parliament as a Liberal Member for Oxford in 1868. He served in Gladstone's governments as Home Secretary (1880-1885) and as Chancellor of the Exchequer (1886, 1892-1895). He was Leader of the Liberal Party in opposition between 1896 and 1898.
