Count Muraviev, Russian Minister of Foreign Affairs, 1897. Mikhail Nikolayevich Muraviev (1845-1900) served as Foreign Minister from 1897-1900. An advocate of switching the focus of Russian policy from Europe to the Far East, he is best remembered for initiating the Hague Peace Conference in 1899.
