The Installation of the Council of State by the First Consul Napoleon, 1799 (1902). The Consulate was the system of government established in France after Napoleon's coup of 18 Brumaire which overthrew the Directory. The Council of State was one of three chambers of deputies established under the Consulate and was responsible for drafting bills. An illustration from Le Petit Journal, 7th September 1902.
