Constabulary guarding a government reporter at a 'plan of campaign' meeting, Ireland, 1887. The Plan of Campaign was a strategy adopted by the Irish National League in support of tenant farmers in their dispute against landlords during the so-called Irish Land War. Bad harvests in the mid 1880s had exacerbated the plight of the tenants and led to an upsurge in evictions. Sketches in Ireland. A print from The Illustrated London News, 8th January 1887.
