Advisory Committee, 1908 (c1910). Charles Edward Magoon (1861-1920) appoints an Advisory Law Commission to study legislative matters. The Commission consists of 9 Cubans and 3 Americans. Colonel Enoch Herbert Crowder serves as presiding officer. Magoon was an American lawyer, judge, diplomat, and administrator. He was also governor of the Panama Canal Zone, Minister to Panama, and an occupation governor of Cuba. As a legal advisor working for the United States Department of War, he drafted recommendations and reports which were used in governing the United States' new territories following the Spanish-American War.
