General John Rawlins, born in the state of Illinois in 1831, was in the military and a lawyer and held the position of Secretary of War in 1869. In the Cabinet of Grant. Rawlins requested the recognition at Cuba's belligerence, on his final hour on Septmber the 6th, 1869. He said 'I would recommend (look after) the poor and tormented Cuba'.
