Conde de Valmaseda Blas Villate, born in the province of Vizcaya in 1824 and was three times Governor of Cuba (in 1867, 1870, 875), fought the Cubans, and published the first document on reconcentration camps (April 4 1869), which ordered every man over fifteen to be shot.
