'Wolsey surrendering the Great Seal', 1897. Wolsey cries into his handkerchief as he hands over the Great Seal. (The Seal was used to confirm formal documents and great power was associated with having control over it. Cardinal Thomas Wolsey (1475-1530) fell out of favour with King Henry VIII in 1529).
