Scene in pre-revolutionary Russia during the First World War, 1914-1917: 'The Russian Douma was instituted in 1905, and, like the German Reichstag, on which it was modelled, it was without any real governing power whatsoever. The Czar was absolutely in the hands of the traitorous and corrupt entourage with which the Court of St. Petersburg was surrounded.'
