'Sir William Harcourt announcing the resignation of Lord Rosebery's government, June 24, 1895', (1901). British Liberal statesman William Vernon Harcourt (1827-1904) making an announcement in the House of Commons in London. The Liberal government of Archibald Primrose, 5th Earl of Rosebery, was succeeded by that of Conservative Robert Gascoyne-Cecil, 3rd Marquess of Salisbury. Harcourt first entered Parliament as a Liberal Member for Oxford in 1868. He served in Gladstone's governments as Home Secretary (1880-1885) and as Chancellor of the Exchequer (1886, 1892-1895). He was Leader of the Liberal Party in opposition between 1896 and 1898.
