'Earl Russell', c1860, (c1884). John Russell, 1st Earl Russell (1792-1878), Whig and Liberal politician, educated at Westminster School and Edinburgh University. Served as Prime Minister twice during early Victorian era, failed to deal with the Irish Famine, represented the City of London and was the main architect of the Reform Act of 1832.
