'The Harbour of Refuge Commissioners having just completed a careful survey of Weymouth Bay and Portland Roads, and having examined all those who offered themselves and were qualified to afford the necessary information, the Commissioners are fully impressed with the natural advantages presented to their notice for the forming a Breakwater in Portland Roads, capable of affording shelter and protection to the shipping and maritime commerce of England'.
