President Hoover presents the Collier Trophy, USA, April 10, 1929. President Herbert Hoover presents the The Robert J. Collier Trophy, an annual aviation award, to Joseph Ames, chairman of the National Advisory Committee for Aeronautics. Three years later, as part of his plan to increase efficiency in government, Hoover would sign an executive order to abolish the NACA. However, the election of Franklin D. Roosevelt prevented the implementation of President Hoover's executive and left the NACA intact.
