It is greatly to be desired...that no sentences (except for very short periods) should take place in Newgate. The perpetual excitement, the ever-fluctuating character of the inmates, the assemblage of criminals of the most flagrant nature, the constant recurrence of the sessions, make Newgate a very undesirable prison for purposes of lengthened confinement'.
