'In addition to serving his country in Parliament, he has been for some time actively and honourably engaged in the various duties which devolve on the owners of large properties. He is a magistrate of Kerry, and, in 1853, was appointed Lord-Lieutenant of that county. Recently, when the [Crimean] war so forcibly called for the development of the military resources of the country, Mr. Herbert devoted himself greatly to the raising of the Militia...and on the formation of the regiment for Kerry he was appointed Colonel'.
