Hugh L. Scott & Tasker H. Bliss at desk, between 1910 and 1920. Major General Hugh Lenox Scott, superintendent of West Point, and General Tasker Howard Bliss, diplomat involved in the peace negotiations of World War I, and one of the co-signatories of the Treaty of Versailles. Scott was Chief of Staff of the United States Army from 1914 to 1917; Bliss took over and served 1917-1918.
