African-American collector of customs, journalist and soldier John H Deveaux established and edited the 'Colored Tribune' newspaper with the stated purpose in his first issue of defending 'the rights of the colored people, and their elevation to the highest plane of citizenship.' He changed the newspaper's name to 'The Savannah Tribune'. From 'The Negro in revelation, in history, and in citizenship'.
