Celebratory ceremony of the laying of the foundation stone for the Willem I Sluis or Willemsluis in Amsterdam-Noord, which gives access to the Noordhollandsch Kanaal from the IJ near Amsterdam. In the middle a large tent that served as an office for the Inspector General Jan Blanken.
