Captain Charles Albert Adams (1846-1929) a U.S. naval officer who served as the commander of the USS Recruit, a wooden mockup of a battleship built in Union Square, New York City by the Navy to recruit seamen and sell Liberty Bonds during World War I. Adams is greeting members of the Canadian Highlander regiments, ("Kilties") who were in New York in July 1917 to assist in recruitment.
