An eminent critic has recently declared that "this building - the great work of Northern England - will mark an epoch in the history of the architecture of our age, proving, as it does - more completely than the houses of Parliament, because designed at a time of riper experience and in a purer style - that modern administrative uses and mediaeval architecture fit well together".'
