Rizas Rangabe, to whom has fallen the somewhat onerous task of representing the Hellenic Government...The Chevalier Nigra, who is next in order, represents the Government of Victor Emmanuel, and was the secretary of Count Cavour, on whose death he was appointed Chargé-d'Affaires at the French capital...The Count von Stackelberg, the Russian Ambassador, who is seated beside the Chevalier...holds the rank of Lieutenant-General'.
